On May 23,Ìýthe Colorado Department of Personnel & Administration (DPA), Division of Human Resources (DHR), issued theÌý to state agency department heads, including the University of Colorado Boulder.

For the 2017–18 fiscal year (FY), state classified employees hired prior to July 1, 2017, will receive an across-the-board (ATB) pay increase of 1.75 percent. The increase may be base building, non-base building or a combination of both, as Colorado state statute does not allow for base-building pay increases for employees whose pay is above their respective pay range maximum.

Additionally, classified employees may be eligible for aÌýmerit increase based on individual performance (from a 0.75-percentÌýpool). Merit increases are dependentÌýon each employee’s performance rating and location within his or her respective pay range.

To receive a merit increase, an employee must have received a successful rating (2) or exceptional rating (3) for the April 1, 2016, through March 31, 2017, performance cycle. The merit increase will be prorated for employees who worked less than 12 months during the performance cycle.

An additional increase is applied if an employee’s new salary (after the ATB and merit increases are applied) falls below their respective pay range minimum.

The following information outlines the order for implementing this year’s classified staff pay increases:

  1. The classified staff pay ranges will be increased by 2.2 percent.ÌýThis is a range adjustment only and does not impact actual employee salaries. The are available at theÌýDHR website.
  2. A 1.75-percentÌýincrease will be applied to the employee’s base payÌýup to the new revised range maximum.ÌýNote the pay increase is applied to base pay only and does not include any temporary pay.
  3. Individuals whose base pay reaches or exceeds the range maximum without receiving the full 1.75-percentÌýATB increaseÌýwill receive the difference as a one-time, non-base-building payment.
  4. Merit increases are applied based on performance rating and salary location in the pay range as detailedÌýin thisÌýmatrix. If the employee has not been employed during the full performance cycle, the merit percentage will be prorated based on the number of months employed.ÌýWorking one day in a month equals one month of service.
  5. After the ATB and merit increases are calculated, the employee’s new adjusted base salary will be placed into the new FY 2017–18 compensation plan salary ranges.ÌýIf the salary is below the new minimum, a base-building increase will be added to bring the employee’s salary to the minimum of the salary range.Ìý
