Payroll, Benefits, Retirement, and Legislative (PBRL) Committee

2019 CU Advocacy Day
The Payroll, Benefits, and Retirementpart of this committee was formed in August 2007, to address the three primary issues of staff at UCB. The committee acts as a conduit for our constituents by soliciting staff concerns, researching payroll and benefits issues, disseminating accurate and timely information to staff, and advocating for appropriate compensation and benefits.

In 2008, the "L,"the legislative component was joined serving to track proposed state and federal legislation impacting higher education and State of Colorado employees. The committee analyzes proposed legislation in order to educate staff on both the pros and cons of the issues., Additionally, the committee organizes meetings of staff with local legislators and candidates. One of the goals of the committee is to involve more staff in the legislative process. The PBRL Committee meets the frist Friday of each month at 12 p.m., via Zoom.

Recent Policies and Laws

1)

  • Overview:
    • Will add new section on paid sick leave during public health emergencies;
    • Will merge the policy on leave for faculty serving in elected office (previously APS 5063) into a new section in APS 5062; and
    • Other revisions to conform with legislative changes from SB 20-205 known as the “Healthy Families and Workplaces Act”.

3) Status/Approval Plan:

  • Both 5062 and Policy 11.E.2 – need to become effective simultaneously.
  • Provisions of the Act and soon-to-be revised CU policies to be operationally in effective on Jan 1

2) We are currently waiting on consultants for proposed changes needed to our specific Regent Laws, Regent Policies and APSs.
3) We plan to give the Regent Governance Committee and the TEAM an overview of the new state law.
