Appoximately 12:30 a.m. on Thursday, Oct. 5, 2017, the University of Colorado Boulder Police Department assisted a female who was being followed by an unknown person. The incident took place in the area of University Avenue and Broadway on the northwest corner of main campus.

The victim in this harassment case was walking eastbound on the south side of University Avenue when she noticed that someone was walking behind her. She dramatically changed directions three times and noticed that the person was still behnd her. This continued until the victim was able to flag down a CU Community Safety Official who was in the area. The suspect, who matches the description of a bike thief that was reported earlier, is described as:

White male
Late 20's to early 30's
5'8" - 5'10"
Average build
Wearing a black, zipup hoodie with the hood up over his head.

At one point, the victim noticed that person who was following her briefly disappeared into bushes in the area. CUPD officers checked that area and found what appears to be an abandoned transient camp. CUPD will contine with increased patrols in this area.

The University of Colorado Boulder Police Department is asking for the community’s help in locating a 15-year-old girl who ran away from her mom’s on-campus residence early Wednesday morning.

Cora Isabel Braitberg was visiting her mother at the on-campus apartment until she ran away around midnight on Wednesday, Oct. 4. It has been reported that she may have cognitive and learning issues. Braitberg is described as:

5’ 9” tall
135 pounds
Brown hair with a silver tint
Blue eyes
She has a nose piercing

Police have contacted family members and friends, but investigators have been unable to locate her. Anyone who sees Braitberg or knows of her whereabouts is asked to call the CU Boulder Police Department at 303-492-6666.

A skid-steer construction vehicle was stolen from a work site just east of the University Memorial Center sometime in the early morning hours of Aug. 3, 2017. The vehicle has been recovered. It may have been used in other crimes overnight. The CU Boulder Police Department (CUPD) is currently investigating the crime.

There is no description of the person or persons involved. The skid-steer loader is yellow and black with a forklift. CUPD is asking for help from the public. If you saw this vehicle outside of the construction site last night or know anything about the theft of the vehicle, please call CUPD at 303-492-6666. The Boulder Police Department SWAT team is on scene at the U Club Apartments, just east of Main Campus across U.S. 36 / 28th Street. Officers responded to a call of a person in distress at 820 28th St. Six people have been arrested and officers remain on scene. Boulder Police has asked the public to avoid the area, 28th Street Frontage Road from Baseline Road to Aurora Avenue. Shortly after 12 p.m. today, June 1, 2017, a male transient digitally penetrated a female employee on the third level of the Norlin Library. The suspect ran away after the incident. The suspect and victim knew one another. The employee met the suspect within the past week and exchanged contact information with him. The employee was not expecting the suspect to stop by the library today.

The suspect has been identified as Lamin Njie, a 23-year-old black male who is 6-foot-1, 165 pounds. Njie has a criminal history of identity theft, trespassing, forgery and resisting arrest. The suspect was wearing a dark red long-sleeve shirt, blue baseball hat, black and white tennis shoes and a backpack of an unknown color.

The CU Boulder Police Department is looking for Njie. Anyone with information about this crime or Njie’s whereabouts is asked to call CUPD Dispatch at 303-492-6666.

The Boulder County District Attorney’s Office has charged CU Boulder Police Sgt. Michael Dodson with one count of felony stalking.

The victim was another CU employee. When CUPD learned of these allegations, it requested that the Longmont Police Department handle the investigation as to avoid any appearance of a conflict of interest.

“As chief, I have a duty to ensure the actions of all our employees are within policy and meet the expectations of our values,” said CU Boulder Chief of Police Ken Koch. “When there are allegations of wrongdoing, we need to investigate those fully and be accountable for the findings. I am very concerned about the alleged conduct because it does not reflect the strong reputation of our department nor the character of our employees.”

Dodson, who is on administrative leave, has worked for CUPD since 1996.

On March 25, 2017, at approximately 11:45 p.m., a strong-arm robbery occurred near the southwest corner of Regent Drive and Colorado Avenue. The suspect approached a male CU student in Parking Lot 437 just north of the Engineering Center and asked him for a cigarette. He also offered drugs to the victim, who declined both requests.

The suspect then pushed the man to the ground, causing him to drop his cell phone and wallet. The suspect stole both items and ran south to leave the area. The victim suffered minor injuries and reported the crime at the Police Department.

The suspect appeared to be an approximately 26-year-old transient and is described as a 6-foot-3 white male with a red beard and thin build. He was wearing a gray beanie, black "bomber style" leather jacket, gray sweatpants with basketball shorts underneath and beige Timberland boots.

The University of Colorado Police Department is currently investigating this incident. Anyone with information regarding this crime should call CUPD at 303-492-6666.

Ken Koch named CU Boulder police chief

Ken Koch has been named chief of police for the University of Colorado Boulder Police Department, Vice Chancellor for Infrastructure and Safety David Kang announced today. Koch, who has served as deputy chief for the past two years, will serve as chief effective immediately.

“I am pleased with the direction that CUPD is heading and Ken has been instrumental in that leadership,” said Kang. “Through his vast experience combined with his time here at CU Boulder, he is well-versed in campus policing.”

In addition to his CU experience, Koch is a former chief of police with more than 25 years of law enforcement service in Flagstaff, Arizona, and Taos, New Mexico, where he worked with campus police as a part of his municipal duties. He holds a bachelor’s degree in criminal justice from the Northern Arizona University and is a graduate of the FBI National Academy.

During his time at the University of Colorado, Koch has been the deputy chief of support services where he has supervised the administrative positions within the department, including training, records, dispatch and professional standards bureau. Koch has been instrumental in boosting the campus active harmer response training in which more than 2,000 students, faculty and staff have participated. Koch has also served as incident commander for many high-profile campus events and been heavily involved with CUPD’s radio upgrade project.

Koch will report to Melissa Zak, who was recently promoted to the new position of assistant vice chancellor of safety after serving as CUPD chief for three years. CUPD has a budget for 46 sworn officers and its divisions include patrol, investigations and events and emergency management.

“I am excited to continue to build on what Chief Zak has started and to continue to nurture relationships that have already been created with our campus and community constituents,” said Koch. “I look forward to meeting with campus stakeholders in the coming months and hearing their ideas on how we can make CUPD an even stronger campus partner.”

Koch is an avid cyclist who has competed in the Buffalo Bicycle Classic and many road races in the Boulder County area.

On Feb. 16, 2017 at approximately 11:52 p.m., the CU Boulder Police Department (“CUPD”) was notified of an unlawful sexual contact. The fondling occurred as two female students were walking eastbound on the north side of Colorado Avenue, just in front of St. Aidan’s Episcopal Church.

The victims reported that they were approached by a male who asked “Do you guys want to have some fun?” When the victims yelled “No!”, the suspect then grabbed one of the victim’s buttocks. That person was able to break away and they both ran to the south side of Colorado Avenue near parking lot 437. The suspect was last seen running north through the parking lot on the west side of St. Aidan’s Church.

The suspect is described as:

Heavy-set, white male
No facial hair
Short, dark curly hair
Wearing a black hoodie, jeans, and a red baseball cap with a green bill
